Abstract
What happens when a corrupt, inefficient public administration meets new information and communication technologies? What if this is combined with a political will for change? Based on fieldwork data from Chengdu, two cases of organisational innovation in the public sector are discussed. The cases provide insights into how the interplay between ideas, institutions, and technologies unfolds and enables new practices. The findings point to a changed relationship between Communist Party, administration, and citizens with important implications for political legitimation.
After the seminar Jesper Schlæger will give a class on research methods to students of Chinese studies.
